OUR CONSTRUCTION MANAGEMENT SERVICES

For every project we are involved in, we will design and implement a comprehensive set of project-specific work procedures that are compatible with the international standards, and best practices of the PROJECT MANAGEMENT as a professional process.The following sections are meant to give you a brief overview of the services that we specialize in by means of tangible deliverables.
 

MANAGEMENT OF THE BIDDING & AWARD PROCESS

In projects with mega magnitudes and complex specialized engineering works, control of the overall scope of work can be most effectively achieved if broken-down into manageable packages that are carried out by qualified subcontractors. A successful bidding and award process can establish the framework for project construction by encouraging contractor ingenuity and offering a major opportunity for cost savings and quality improvement. In close coordination with the Client, Main Contractor, Consultant, and Designers we will carry out the bidding process throughout the following tasks:

            I.    Preparation of construction Tender Packages including technical and financial documents
            II.   Preparation and issuance of the Invitation To Bid
            III.  Response to all applicant Requests for Clarification (RFI’s)
            IV.  Analysis and review of Submitted Tenders
            V.   Recommendation for Award
            VI. Negotiation with bidders prior to project/package awarding

It is worth noting that these six tasks will be repeated for each construction package.

The number, type (civil, mechanical, electrical, etc...), and size of these packages is identified while developing the project Work Breakdown Structure (WBS).

 

 

DESIGN MANAGEMENT

 

ELITE will work in tangent with the client and Lead Architect throughout the project Initiation phase to develop the Project Delivery Plan (PDP), Functional Programme, and Design Brief. We will develop the Preliminary Time Schedule by allocating reasonable Time Durations relevant to all remaining Design stages, namely, Schematic Design, Design Development, and Construction Documents. Design deliverables pertaining to each stage will be identified. Furthermore, we will identify all required design and specialty consultancy services required to achieve the full scope of the Design deliverables. We will prepare technical Requests For Proposal (RFP) packages and commence with consultant proposal solicitation, review and assessment. Appointment of the consultants will be carried out in close coordination with the client to ensure compliance with Budgetary constraints and objectives. Throughout the design phase, we will conduct a rigorous Cost Management / Control process through cycles of cost checking against the Budget Baseline. Pricing of the project elements will be Checked at %50 and %100 completion of each design stage. Moreover, We will conduct a Constructability Review at the completion of the Design Development stage to identify potential Logistical Challenges or Trade Coordination issues/conflicts.

 

Our deliverables under this function are:


          • Time Schedule governing the progress of the Design Process and estimating the Project overall time duration.
          • Project Baseline Budget.
          • List of Deliverables – for each Design Stage (Schematic, Design Development, and Construction Documents).
          • List of required Specialty Consultant.
          • Prequalification and recommendation for Award.
          • Cost Estimates and Budget verification conducted 50% and 100% completion of each design stage.
          • Constructability Review.

 

PROCUREMENT MANAGEMENT

We will develop a «Purchases and Acquisition» plan that takes into consideration the project scope statement, its cost estimates/baseline, and activity resource requirements. This plan will cover all products and services that need to be acquired from outside the project organization in the execution of the project.
LONG LEAD ITEMS will be identified from the outset of the project and vendors will be contacted to accurately identify fabrication and delivery durations. Consequently we will plan and monitor the issuance of pertinent purchase orders.
This plan will be integrated into the project overall schedule as it will definitely have a major impact on the project Baseline schedule.

          • ”Procurement: Purchases and Acquisition” Plan.
          • Incorporation of procurement plan in to the project overall schedule.

 

 

CONTRACT MANAGEMENT & ADMINISTRATION

Contract management activities can be broadly grouped into three deliverables:

          • Service Delivery Management ensures that the service is being delivered as agreed, to the required level of                        performance and quality.

          • Relationship Management keeps the relationship between the Main Contractor and Owner constructive, aiming to            resolve or ease tensions and identify problems early.

          • Contract Administration handles the formal governance of the contract and CHANGES to the contract                                 documentation such as the Specification, Drawings, or Contract Terms. It also handles agreement with the owner on             the reporting procedures and formats.

 

 

PLANNING & CONTROL OF RESOURCES

 

Based on Clients’/stakeholders’ short and long term goals and objectives, and taking into consideration the available resources and environmental factors surrounding the project, a scope plan is charted and further developed into the Work Breakdown Structure (WBS). At the highest level of the WBS, the project plan will be subdivided under three main nodes: E-Engineering, P-Procurement, and C-Construction (EPC). Under the direction of our project manager, our planning engineers, and the contractors’ project managers will convene to sequence the project activities based on discipline-specific standard requirements/priorities, to generate a network of activities and milestones interlinked by logical relationships. Utilizing the available resources, a fair estimate of the activity durations will be obtained and used in the generation of the schedule through the use of scheduling software
Update and maintenance of the schedule follows a pre-established schedule management plan, dealing with both proactive maintenance and reactive corrective actions. During project execution, and through regular scheduled progress meetings, performance will be discussed and corrective actions will be proposed to recover delays if any. Consequently, proposed revisions are submitted for Client’s approval before being issued as new official baseline.

 

Our deliverables under this function are:


          • Detailed Overall Project Baseline Schedule
          • Schedule management plan (Monthly scheduled updates, Procedure for implementation of corrective actions,                   client approval of new baselines)
          • Progress measurements using Earned Value Analysis
          •  As built schedule at the end of the project
          • Documentation of the lessons learned for future use.

 

 

COST CONTROL

Cost management entails the activities of cost estimating, resource allocation, cost budgeting, cost monitoring, and cost control. A cost baseline plan based on the original estimate and the initial schedule will be developed and closely monitored, taking into consideration the impact of approved changes as per the change control process that is developed and applied in the contract administration process. Regular and close progress monitoring and recording of actual percentages of completion pertaining to different activities will assist in the implementation of the Earned Value Analysis method (EV). EV is used to calculate Key Performance Indicators (KPIs) which serve as the tangible basis behind forecasting and avoiding cost overruns.

 

Our deliverables under this function are:


          • Development of cost estimates (Parameter, function, and detailed)
          • Development of cost budgets
          • Establishment cash flows and funding requirements.
          • Implementation of the Earned Value Analysis method and production of Key Performance Indicators including                   variances relevant to (Cost, Schedule, and Accounting), indices (CPI and SPI), and forecasts (ETC, EAC).
          • Developing, implementing, reporting, and documentation of suggested corrective and preventive actions.
          • Preparation, submission and follow up on invoices until payment.

 

 

DOCUMENT CONTROL

Document Control and Management allows project participants to exert greater control over the production, storage, and distribution of documents, yielding greater efficiency in the ability to retrieve information, control a document, and reduce production & processing cycle times. The full scope of functions that the Document Management System will perform includes document identification, storage and retrieval, tracking, version control, workflow management, reporting and presentation. Upon examination of the project specific parameters we will commence with developing a number of Control Procedures which we will later enter in an IT DC System in order to automate the workflow pertaining to the various types of project documents such as Correspondence, Submittals, Drawings, Minutes and RFIs, etc.


Our deliverables under this function are:


          • Development and implementation of : Document Coding System, Correspondence Control Procedure, Submittals             Control procedure, Drawing Control Procedure, & Request for Information (RFI’s) Control Procedure.
          • Production of Status Report showing % of completion with reference to approved submittals’ list.
          • Production of “Ball-in-court” BIC reports to identify the party responsible for pending actions.

   

 

IMPLEMENTATION OF INTEGRATED PROJECT MANAGEMENT IT SYSTEM


ELITE workforce has got extensive applied experience in the implementation (installation, launch and operation) of a wide spectrum of integrated Project Management systems that are customized to achieve optimum project delivery. Moreover, we are specialized in the operation of Oracle PRIMAVERA “P6 Professional Project Management”, and Contract Manager, formerly “Expedition”. These Software applications are integrated / linked together in order to collectively feed a central MS SQL or Oracle database from which data can be easily retrieved into a web dashboard through “Oracle P6 Web Access”.


This dashboard will be customized in coordination with the Client management executives in order to create a platform from which Key Performance Indicators (KPI’s) can be monitored and analyzed for a well-educated decision making process. These indicators will be useful in guiding the strategic decision making process by top Client Management.
In addition, ELITE is qualified to use a variety of database integration applications along with Primavera Application Programming Interface (API) and Software Development Kit to integrate its database with other Financial and Analytical programs. This will significantly enhance the functionality of the client existing system without having to incur the cost of aborting its current way of operation.
